Dr. Michelle Harriman is a Department of Transportation Qualified Substance Abuse Professional (SAP). As an SAP and a licensed clinical psychologist, Dr. Harriman has the unique ability to integrate psychometric testing data into the evaluation, thus providing an objective, sound and thorough base for treatment and education recommendations. Dr. Harriman utilizes clinical interview data, objective data (e.g., drug and alcohol test results), and psychometric tests to conduct a comprehensive evaluation in order to make recommendations concerning education, treatment, continuing care and follow-up testing for the employee.
If a DOT-covered employee working in a “safety sensitive” position violates drug and alcohol testing requirements per regulations set forth by the United States Department of Transportation (49 CFR Part 40), the employee must complete a SAP evaluation and recommended treatment and/or education before returning to duty. An SAP evaluation and recommended treatment and/or education must also be completed prior to securing a “safety sensitive” position with another employer. SAP services are provided to employees of the DOT including the Federal Aviation Administration (FAA), the Federal Railroad Administration (FRA), the Federal Motor Carrier Safety Administration (FMCSA), the Federal Transit Administration (FTA), the Pipeline and Hazardous Material Safety Administration (PHMSA), the United States Coast Guard (USCG), and the Research and Innovative Technology Administration (RITA). Dr. Harriman also provides SAP evaluations to non-DOT covered employees.
The SAP is not an advocate for the employee or employer. A SAP’s primary concern is to ensure public safety in the event the employee returns to his/her safety-sensitive position.
Your SAP evaluation includes:
An initial assessment and a follow-up assessment report are provided to the DER. In instances where the employee will not be returning to work under the referring employer, this report is provided to the employee.
DOT SAP Services are currently offered on a fee for service schedule. Your employer benefit plan may cover SAP services under their Employee Assistance Program (EAP). Dr. Harriman may be contracted to provide SAP services for that EAP. It is your responsibility to confirm coverage and benefits prior to initiating services.
Full payment must be made prior to the initial appointment. If your employer will be paying for your SAP services, these arrangements must be confirmed prior to initiating services. Cash, credit or cashiers checks are acceptable forms of payment.
